About this output
Focusing on the collaborative development of sci-tech innovation across Beijing, Tianjin, and Hebei, this report formulates a "Six-Chain Synergy" analytical framework spanning policy, innovation, technology, industry, capital, and talent chains, conducting multi-source data empirical research on the low-altitude economy.
Background of Release
On May 28, 2026, the seminar "Innovation Source, Capital Empowerment, and Full-Domain Synergy: Collaborative Development of Sci-Tech Innovation in Beijing-Tianjin-Hebei" was convened in the Lize Financial Business District of Beijing. The National Academy of Financial and Economic Strategy (NAFES) at Central University of Finance and Economics, in partnership with Quantum Data and Caida Securities Research Institute, jointly released *From Innovation Source to Regional Synergy: Report on the Collaborative Development of Science and Technology Innovation in Beijing-Tianjin-Hebei*.
The "Six-Chain Synergy" Framework
Grounded in the continued deepening of the Beijing-Tianjin-Hebei Coordinated Development Strategy and centered on the theme "From Innovation Source to Regional Synergy," the report outlines strategic directives, planning orientations, and institutional platforms, constructing a "Six-Chain Synergy" analytical model across policy, innovation, technology, industry, capital, and talent chains. Beijing, Tianjin, and Hebei have formed a spatial organizational architecture guided by the Coordinated Development Plan, Xiong'an New Area Master Plans, and the Modern Capital Metropolitan Area Spatial Coordination Plan, anchored by the Beijing (Beijing-Tianjin-Hebei) International Sci-Tech Innovation Center, the Beijing-Tianjin-Hebei National Technology Innovation Center, dedicated sci-tech innovation collaboration initiatives, Zhongguancun's "Three Science Cities and One Demonstration Zone", and receiving platforms across Tianjin and Hebei.
Empirical Findings in the Low-Altitude Economy
Adopting the low-altitude economy as a benchmark sector, the report identifies over 20,000 active enterprises in the region using whole-industry-chain mapping, supply-chain data mining, and multi-source analytics. Along the policy chain, Beijing prioritizes governance innovation and rule探索 (rule exploration), Tianjin focuses on platform translation and experimental applications, while Hebei provides manufacturing support and application scenarios. Across innovation and technology chains, five sectors—low-altitude operational services, education and technical training, aircraft electric motor manufacturing, low-altitude data services, and emergency rescue—account for nearly 40% of patents.
Across the industrial chain, low-altitude manufacturing, component supply, operational, and information service enterprises account for 32.6%, 29.3%, 23.7%, and 14.4%, respectively; information services are concentrated in Beijing, supply firms cluster in Tianjin, and manufacturing and operations are primarily based in Hebei. Along the capital chain, Beijing-based capital entities account for 88.7% of regional funds, ~85.0% of financing transactions, and 99.3% of regional PE/VC capital supply. Along the talent chain, cross-corporate executive appointments between Beijing-Tianjin and Beijing-Hebei account for 91.0% of total shared roles, while R&D talent compensation in Beijing is roughly 80% and 150% higher than in Tianjin and Hebei, respectively.
Key Bottlenecks and Policy Implications
The report indicates that while a preliminary division of labor in the low-altitude economy has taken shape across Beijing, Tianjin, and Hebei, cross-provincial patent licensing remain low, capital dispersion into Tianjin and Hebei remains insufficient, and a significant talent gradient persists. The report suggests shifting from one-way spillover to regional synergy, from individual project cooperation to full-chain coordination, from policy alignment to shared institutional building, and from functional complementarity to the construction of an integrated regional innovation community.
